Manila To Continue Cash Incentive Plan For Covid-Free Barangays

The city government will continue to give cash incentives to barangays that will register zero coronavirus disease 2019 (Covid-19) infections in the next two months.

Manila Mayor Francisco “Isko Moreno” Domagoso said on Facebook on Monday that the program would run from December to January.

“In the next two months, starting Dec. 1, 2020 and ending on Jan. 31, 2021, kapag wala pong nairehistro na infection, walang new case sa barangay ninyo, magkakamit ang inyong barangay ng PHP100,000 incentive (if your barangay does not register any new infection, it will receive the PHP100,000 incentive),” Domagoso said.

Executive Order 45, signed by Domagoso on Monday, states that while the city has already achieved several milestones in its fight against Covid-19, the local government sees that more still need to be done.

The city has given cash incentives of PHP100,000 to Covid-free barangays from September 1 to October 31.

Recently, Domagoso awarded the cash incentive to 73 barangays that registered zero new Covid-19 cases.

He said the program has proven to be effective.

“Cognizant of the limited resources of the barangays, the city finds it imperative to motivate its barangays in this fight by providing them with incentives, which can also serve as assistance in maximizing their efforts,” the EO reads.

The order said the Manila Health Department (MHD) and the Manila Barangay Bureau shall collaborate in overseeing the implementation of the program and that a report shall be regularly submitted to the mayor’s office.

Barangays that have already received the cash incentive during the first phase of the program are still entitled to receive another PHP100,000 in case they still register zero new Covid-19 cases in the next two months.

Domagoso also clarified that all Covid-19 data would be verified and scrutinized by the MHD.

“Bibigyan din po namin kayo ng certification ng pagkilala sa bawat opisyal ng barangay, from the chairmen to secretary, treasurer, to recognize the effort (We will also give a certificate of recognition to each official of the barangay, from the chairmen to the secretary, treasurer, to recognize the effort),” he said.
